event: Ending Long Term Homelessness: How do we get to the Tipping Point?

At this November 29 event in Arlington, Virginia, Partnership members joined delegates at the 3rd Annual Supportive Housing Leadership Forum for a presentation and discussion with outgoing CSH president Carla Javits. Javits, a founding member of the Partnership’s Executive Committee, presented a valedictory address based on her new leadership brief on the theme of Ending Long-Term Homelessness:  Have we Reached the Tipping Point? 

Carla shared her thoughts and experiences drawn from more than twenty years in the field, including a look at the history of homelessness, the solutions that have been developed and refined to fight homelessness, and how philanthropy, the private sector, and government can work together in these efforts.

Following Carla’s presentation, a panel of experienced representatives from foundations, the private sector, and local government shared their own thoughts on the role that each of these sectors play in reaching and capitalizing on the Tipping Point for ending long-term homelessness.

Strategies suggested for foundations and funders interested in serving the long-term homeless included:

  • Provide early, “risky” money – fund supportive housing demonstration models to build the case for more broad-based public support.
  • Help to “change the language” in conversations among local service providers and policymakers – move the conversation from temporary fixes to permanent solutions.
  • Provide support to advocacy organizations to create and disseminate data-driven business cases to policymakers and developers.
  • Provide support to local government to help them engage in interagency conversations and to help them identify mutual interests in creation of supportive housing.
  • Bolster the capacity of effective and proven local service providers.
  • Provide “gap funding” to help shelters transition to a permanent supportive housing approach for the chronically homeless.
