Frequently Asked Questions - 2007 Maxwell Awards
1. What types of projects are eligible?
Eligible projects are those that have either built or rehabbed at least five units of housing for formerly homeless individuals during the time period of January 2004 – December 2006. The project must serve people who are homeless (either moving from a shelter, transitional housing, the street, a detox facility, prison, etc.)
Emergency shelter projects are not eligible.
2. What is the eligibility period?
Projects must have been developed (or rehabbed) and occupied at some point during the time period of January 2004 – December 2006.
3. Are there specific populations that the awards are targeting?
Yes,an eligible project must serve at least one of the following populations:
- Homeless families
- Homeless youth
- Homeless veterans
- Chronically homeless individuals
4. Is it ok to have a project that serves multiple populations?
Yes, as long as at least 25% of the units are designated for one of the target populations listed above. Please also note that you will be asked to choose the target population for which you wish to be considered.
5. Can I apply if my project is a debt or equity participant with Fannie Mae?
No, unfortunately if you project is either in debt to or an equity participant with Fannie Mae you are not eligible.
6. I am a for profit developer, can I still apply?
Yes, as long as you have partnered with a non-profit to provide the support services, or assist with the development of the project. Be aware that the grant can only be made to a non-profit 501(c)3 organization.
7. There is a questions in the application about Housing First - is there a definition that the Awards use for Housing First?
Yes, the following is roughly how the Awards define Housing First:
Projects that provide housing to families and individuals coming directly, or nearly directly, from the streets, shelter or other homeless programs, which do not require sobreity, mental health stabilization, employment, etc. prior to placement in permament housing. Rather, the program is designed to stabilize people in housing prior to connecting them with services.
8. There is a PDF of the application on the 2007maxwellawards.org site but I cannot fill it in - what should I do?
The application is in two parts – Parts I-II are filled out online through Survey Monkey and Parts III-IV are downloaded from the Maxwell Awards website, printed, and then mailed to the Partnership to End Long Term Homelessness’ offices. Both must be received by the application deadline of 12 midnight, October 31st, 2007.
9. How do I get a copy of the online part?
Please fill out a request using the “Request Application” form on the website: www.2007maxwellawards.org. Once your request is received an email with a link to the online portion will be sent to you.
10. Must I fill out the online application in one visit? May only one individual fill out the application, or can the application be filled out by a team?
You do not need to complete your entire application in one visit. The survey settings allow for you or another member of your team to return to the application as many times as needed at a later date using the unique web link that you received following your request for this year's application. Edits may be made up until the application deadline – 12 midnight EST on Wednesday, October 31st.
11. I have filled out Parts III and IV – where do I send them?

12. When will the award winners be announced?
The awards will be announced at an awards selection ceremony in Washington, DC in late January 2008. Finalists for the awards will be notified approximately 6 weeks prior to the event and will be required to send at least one representative to the awards selection ceremony. All travel expenses for this event will be paid for by the Fannie Mae Foundation.
13. Are there any additional requirements for submitting a project for consideration besides completing Parts I - IV of the application?
If you are selected as one of the 12 semi-finalists you will be required to present a brief overview of your project and you will be asked to respond to questions from the awards selection committee at the awards selection ceremony in late January 2008.
