Springfield Mayor Unveils Plan to Help Homeless

The 10-year-plan, announced by Mayor Charles V. Ryan, will make 140 apartments available to the city's most chronic homeless residents at the outset, and calls for the construction of a 24-hour homeless assistance center on Worthington Street.

Philip F. Mangano, executive director of the U.S. Interagency Council on Homelessness, said that the city's blueprint is among the most business-minded and comprehensive he has read.

"This plan is important because it will become a national model for cities your size," said Mangano, who was present for the city's announcement.
