Utah's ten year plan to end chronic homelessness is based on the philosophy that placing the chronically homeless in permanent supportive housing is less costly to the community than living on the street, and that developing a cohesive community plan is critical to ending chronic homelessness and alleviating the devastating impact of homelessness on our citizens.
